April 29, 2015 Reno City Council Highlights

Reno Mayor Hillary Schieve was absent from today’s Reno City Council meeting. Reno City Manager Andrew Clinger, on behalf of City of Reno employees and the Reno City Council, is issuing the following statement:

“Our thoughts are with the Mayor and her family during this difficult time. The Mayor’s father was seriously injured last night in a fire that occurred in Bullhead City, Arizona. We ask that the Mayor’s privacy be respected.”


In our ongoing commitment to keep citizens and media informed, we’ve summarized the outcomes of a few key agenda items from today’s Reno City Council meeting. D.1 – ETC Institute Citizen Survey

Staff presented the results of the recent ETC Institute Citizen Survey. The survey, which used statistically valid methodology and received 555 responses, was conducted in February and March on behalf of the City of Reno. The survey results will be incorporated into the City’s budget and strategic planning processes.

E.3 – City of Reno Master Plan

Council unanimously approved a Consultant Agreement in the amount of $119,750 with Clarion Associates, LLC (in association with Economic and Planning Systems and Robert Sabbatini) to undertake Phase I of the City of Reno Master Plan Update.

Phase I of the Master Plan Update consists of three elements:

  1. Contracting with the Center for Regional Studies at the University of Nevada, Reno to produce a citywide existing conditions report.
  2. Identifying and contracting with a consultant to assist with the technical aspects of analyzing, researching, and recommending updates.
  3. Designing and implementing a comprehensive Public Participation Plan (PPP).

H.1 – Tour De Nez

Council unanimously approved to adopt a Resolution donating $2,800 in Reno Access Advisory Committee funds to Tour De Nez Outreach to defray expenses associated with its sponsorship of the U.S. Handcycling Federation Series at the Tour De Nez competition to be held in Reno in June 2015.

H.5 – Budget Augmentation

Council unanimously approved to continue this item to the May 13, 2015 regular meeting. At that time Council will provide staff with input so a Resolution may be brought forth before the end of June to augment the City of Reno budget for the current Fiscal Year 2015. The proposed Resolution included a $10.9 million General Fund augmentation and a $300,000 Building Permit Fund revision. View the Staff Report for details.

Regarding the Fiscal Year 2016 budget, there will be two Budget Workshops, one on May 5 and another on May 12, prior to budget adoption on May 19.

J.2 & J.9 – Aces Ballpark

Council unanimously approved to direct staff to plan a preliminary public meeting of the Stadium Authority Board as soon as possible under NRS. Reno City Council Members Jenny Brekhus, Oscar Delgado, and Neoma Jardon were appointed to the Stadium Authority in 2012. The board includes two Washoe County Commissioners, three Reno City Council Members, and two Reno Aces representatives.

Brekhus, Delgado, and Jardon will also meet as a subcommittee during a workshop that will further clarify their roles on the Stadium Authority Board.

Additionally, Council pledged its support for yesterday’s Washoe County Commissioners decision. County Commissioners and the owners of Aces Ballpark came to an agreement for the settlement on five years of unpaid property taxes. Commissioners unanimously voted to accept the settlement which calls for the owners of the Aces to pay more than $1.9 million in back taxes.

J.3 – Senior Services

Council unanimously approved staff’s presentation regarding the City of Reno’s senior citizen donation drive efforts with community partners during Older Americans Month in May 2015. The donation drive will begin May 18, 2015 and end on May 29. View the presentation link above for more details.

J.6 – Cal Neva Parking Garage

Council unanimously approved to continue this item to the May 13, 2015 regular meeting. At that time, Council will consider approval of a property sale agreement with Sierra Development Corporation (Club Cal Neva) for the purchase of 55 E. First Street. The purchase price is $10 with a closing date no later than September 30, 2015. Approval would result in the City of Reno acquiring ownership of the parking structure immediately east of City Hall. The parking garage is used by City of Reno customers, employees, and City Hall tenants.

K.1 – Citizen Appointments to Boards and Commissions

Council unanimously approved the appointment of Thomas Petersen to the Recreation and Parks Commission (RPC).
