CARSON CITY –The Bureau of Land Management (BLM), Carson City District-Sierra Front Field Office, in coordination with Storey County and the U.S. Army Corps of Engineers (Corps), is seeking public review and comment on the draft Environmental Assessment (EA) for the Virginia City and Gold Hill Wastewater System Improvements (Project).  The draft EA analyzes the potential direct, indirect, and cumulative effects to the human environment associated with the Project, which would include the construction of an upgraded wastewater treatment plant along Six Mile Canyon; replacement ofthe sewer collection system in Virginia City; construction of sewer lift stations and force main; and replacement of the sewer collection system in Gold Hill.

The draft EA is now available for public review and comment on the BLM’s website at: http://www.blm.gov/nv/st/en/fo/carson_city_field/blm_information/nepa.html. Hard copies are also available at the Carson City District Office and Storey County Planning Office.  The BLM and Corps have preliminarily determined that there would be no significant effects to the human environment; therefore an environmental impact statement is not required.

The BLM is responding to Storey County’s application for a land patent of 12 acres under the Recreation and Public Purposes Act of 1926 for construction of upgrades to its wastewater treatment plant.  The BLM is also responding to Storey County’s Right-of-Way application under Title V of the Federal Land Policy and Management Act of 1976 for the replacement of sewer lines on BLM-administered lands in Virginia City and Gold Hill.

A project overview was presented to the Comstock Historic District Commission meeting on January 10, 2011, and will also be provided to the Storey County Commission meeting on May 3, 2011 at 2 p.m.  These public forums assist the BLM in fulfilling public involvement requirements under the National Environmental Policy Act and the National Historic Preservation Act (Section 106).

Comments on the draft Virginia City and Gold Hill Wastewater Improvements EA (DOI-BLM-NV-C020-2011-0004-EA) will be accepted until May 24, 2011. Interested individuals can send written comments to the Carson City District Office, 5665 Morgan Mill Road., Carson City, Nevada 89701, attn: Brian Buttazoni, or email comments to [email protected].  Comments can also be faxed to (775) 885-6147.

If you have any questions, please contact Brian Buttazoni, Planning and Environmental Coordinator, at: (775) 885-6004 or Shannon Gardner, Storey County Building Inspector, at: (775) 847-0966.
