Washoe County Board of Commissioners meeting highlights, Dec. 11, 2012

The Washoe County Board of Commissioners held its regularly scheduled meeting on Tuesday, Dec. 11, and took action on items including: recognized the work of outgoing Washoe County Commission Chairman Robert M. Larkin and Commissioner John Breternitz with a presentation of appreciation; agreed to accept staff’s recommendation to explore an automatic aid agreement between the City of Reno Council and the Truckee Meadows Board of Fire Commissioners, which may include $2.9 million in retiree health reserves for the City of Reno; accepted a status report on restructuring the debt for the construction of the Reno Aces baseball stadium; ratified and terminated the declaration of emergency by Washoe County on November 30 due to severe weather; extended the timeline for the Citizen Involvement Revitalization Project (CIRP) to encourage more citizen participation; directed staff to obtain appraisals for the possible disposition of Sky Ranch Park in Spanish Springs; awarded a $2.5 million bid to local firm KG Walters Construction, sustaining more than 20 jobs and using water resources enterprise funds for South Truckee Meadows Water Reclamation Facility rehabilitation and enhancement; accepted a $1,000 donation from Wells Fargo Bank for the Sheriff’s Office Citizen Corps Program; and approved a resolution honoring Dr. Marlene Rebori for her commitment to citizen engagement.

Presentations of Appreciation: Items 5 & 6. County Commissioners recognized the work of outgoing Washoe County Commission Chairman Robert M. Larkin, who has served for eight years, and Commissioner John Breternitz, who’s been on the Commission for four years, with presentations of appreciation. Larkin served as chairman of the Commission several times and also as vice chairman. Washoe County Manager Katy Simon thanked Larkin for his leadership in guiding the County through difficult economic times and major key transitions, including the decision for the County to create its own Fire District and his efforts as a member of the regional planning governing board to create standards and guidelines to help implement the Tech Park for Apple. Simon also thanked Breternitz for his contributions, including his leadership representing the County in a number of ways in the Tahoe Basin, such as his work on the Wildfire Committee to help protect the Basin following the devastating Angora Fire, and his service on operations and local government committees which helped guide the County through several transitions as well as the creation of the Fire District, and his strong commitment to the long-term financial sustainability of the County.

Accepted staff’s recommendation to consider new Automatic Aid proposal: Item 12. Truckee Meadows Fire Commissioners will offer Reno $2.9 million in retiree health benefits reserves to set up a Trust Fund in an automatic aid deal should government regulations allow. Staff will move forward to convey a possible automatic aid agreement between the new City of Reno Council and the Truckee Meadows Board of Fire Commissioners. Status report on restructuring the debt for the construction of the Reno Aces baseball stadium: Item 34. The Board of County Commissioners received a status report on an interlocal agreement with the Stadium Authority for support of operations and management and deferred to action to be potentially taken by the Reno City Council before deciding on the necessary agreements.

Ratification of declaration of emergency by Washoe County on November 30: Item 32. Commissioners ratified and officially terminated the declaration of emergency that resulted in conditions of jeopardy to the safety of residents and their properties due to severe weather of high winds, heavy rain, and significant flooding forecast for areas of the County.

Possible disposition of nearly 10 acres known as Sky Ranch Park: Item 23. Due to growth around the Pyramid Way/La Posada intersection in Spanish Springs and with the options of several other established parks in the area for residents, the Board of County Commissioners directed staff to obtain new appraisals for the potential disposition of two parcels consisting of 9.577 acres that are known as Sky Ranch Park. Awarded a $2.5 million bid to local firm KG Walters Construction: Item 25. The project will sustain more than 20 jobs and use water resources enterprise funds for South Truckee Meadows Water Reclamation Facility rehabilitation and enhancement.

Accepted a $1,000 donation: Item 10.L.1. The donation from Wells Fargo Bank and Robert Gailor goes to the Washoe County Sheriff’s Office Citizen Corps Program.

Extended the timeline for the Citizen Involvement Revitalization Project (CIRP): Item 33. County Commissioners received an update regarding the Washoe County Citizen Advisory Board (CAB) structure from the CIRP results and a status report. The Board extended the timeline for the project, which includes a temporary hold on CABs, to continue through Mar. 31, 2013. The report included direct input from 290 County residents who participated directly with the CIRP over the past six months, and offered opportunities and suggestions for how the County can improve and increase citizen input.

 

Resolution honoring Dr. Marlene Rebori: Item 8. The County Commissioners honored Dr. Rebori for her research and volunteer commitment to citizen engagement. Since 2000, Dr. Rebori has developed and implemented training and orientation programs for advisory boards, created a new Washoe County leadership program, and highlighted the efforts of citizens to contribute to the successes of their communities.
