Governor signs order for workforce investment board

CARSON CITY — Governor Brian Sandoval has issued an executive order clarifying the roles of the state workforce investment boards in building a workforce to support a diverse and evolving economy.

“This executive order will increase oversight and bring workforce development efforts and spending in line with our state’s economic development plan,” Governor Brian Sandoval said.  “We are continuously exploring opportunities to enhance community partnerships and streamline resources to rebuild Nevada’s economy and position our state for greater economic diversification. This order gives all parties involved clear and common goals as we strive to prosper in this changing environment.”

The Order reaffirms the guidelines originally provided by the Workforce Investment Act of 1998, which established the Governor’s Workforce Investment Board and the two local boards; Nevadaworks in Northern Nevada and Workforce Connections in Southern Nevada.

Among the reaffirmations noted in the order, the Department of Employment, Training and Rehabilitation will monitor the local boards’ budget allocations and provide a report to the Governor’s Board on spending levels.

The order also reaffirms NRS 232.935, which directs the Governor’s Workforce Investment Board to establish industry sector councils to guide the use of workforce investment act funding for training jobseekers in the various industry sectors.

The newly formed sector councils are based on recommendations outlined in the state economic development plan and include representatives from those industries. Those councils include:  Aerospace and Defense; Information Technology; Clean Energy and Sustainability; Health and Medical Services; Mining; Logistics and Operations; Tourism, Gaming, and Entertainment; and Manufacturing. The Sector Councils make recommendations to the Governor’s Workforce Investment Board for the direction of training initiatives through the local boards.

The order also establishes that funding provided through the local boards for training will support new and existing training programs with the Nevada System of Higher Education and the Nevada Department of Education.
