C Proclamations

C.1 – Council Member Jenny Brekhus read a Proclamation that declared May 2015 as National Drug Court Month. The Proclamation is a precursor to two drug court graduation ceremonies that will be held by the Reno Municipal Court on May 20, 2015. For more information, visit Reno.gov.News.

C.2 – Council Member Paul McKenzie read a Proclamation that declared May 10-16, 2015 as Police Officers Memorial Week in honor of those who have paid the ultimate sacrifice in the line of duty. The Reno Arch will continue to shine blue during May 2015 in recognition of National Law Enforcement Memorial Month. Communities across the nations come together for memorial events and services during National Police Week.

C.3 – Council Member Neoma Jardon read a Proclamation that declared May 2015 as Older Americans Month. Donations for the Senior Giving program will be collected from Monday, May 18 through Friday, May 29 at various local businesses. As part of the donation drive, members of the community can also drop off new, unwrapped items at the Stuff-A-Bus event at Aces Ballpark on Friday, May 29 from 4 to 7 p.m.

D.1 – Police Chief’s Commendation Medals

Interim Police Chief Jason Soto presented Chief’s Commendation Medals to Detective Allan Fox, Washoe County Sheriff’s Office Detective Kathleen Bishop, and Dr. Brittany Baguley from the Washoe County Crime Lab. The three were instrumental in solving two major Reno cold cases. For more information about the cases, visit the Reno Police Department Newsroom on Reno.gov.

E.1 – Approval of Privileged Business Licenses

E.1.e.1 – Council unanimously approved a fourth Medical Marijuana Cultivation Facility, Margo Jean’s at 800 Stillwell Road, pending final approval from the Reno Police Department and the State of Nevada. Council has previously approved three Cultivation Facilities (growers): Cannavative Farms, LLC; MMG Agriculture; and Sierra Wellness Connection.

E.5 & E.6 – 2015 Sewer Rehabilitation Project

Council unanimously approved a consultant agreement with Lumos and Associates for Construction Management Services for the 2015 Sewer Rehabilitation Project in an amount not to exceed $613,000. Council also approved a contract with Spanish Springs Construction for the 2015 Sewer Rehabilitation Project in an amount not to exceed $4,824,444. Both expenses would come from the Sewer Enterprise Fund.

The project includes the replacement of approximately 7,900 feet of sanitary sewer at several locations throughout the city. View the Staff Reports (links above) for details of the consultant agreement, bid process, and more information about the project.

E.8 – Virginia Street Bridge Project

Council unanimously approved a Memorandum of Agreement between the Army Corps of Engineers (USACE), Federal Highway Administration (FHWA), and State Historic Preservation Officer (SHPO). This is an important step toward completing the consultation process required for federal authorization of the Virginia Street Bridge Replacement Project.

City of Reno officials and Q&D Construction will host a public groundbreaking ceremony for the Virginia Street Bridge Project on Wednesday, May 20 at 1:30 p.m. at the Reno City Plaza. Attendees can celebrate this important milestone, hear from community leaders, and learn more about the project. For more information, visit Reno.gov/VSB.

F.1 – Rancharrah Master Plan

Council unanimously approved Planning Commission’s recommendation to adopt a Resolution for a Master Plan amendment to change the land use designation on a 23.5-acre parcel at Rancharrah from Single Family Residential to Special Planning Area. The subject site is located west of the intersection of Talbot Lane and Sierra Rose Drive and is under the same ownership as the adjacent 107.5-acre Rancharrah PUD properties. The Resolution will be forwarded to the Regional Planning Commission for a determination that it conforms to the Truckee Meadows Regional Plan.

F.2 – Rancharrah Planned Unit Development

Council unanimously approved Planning Commission’s recommendation to introduce an Ordinance that would amend the Rancharrah Planned Unit Development (PUD). The Ordinance will come back to Council for a second reading and adoption. The zoning map amendment would include adding the aforementioned 23.5 acres (see F.1) to the PUD and increasing the number of residential units allowed up to 691 units. H.1 – FY15 Budget Augmentation

Council unanimously approved to adopt a Resolution to augment the City of Reno Budget for the current 2015 Fiscal Year (FY15), and budget revisions for the period of February 12, 2015 through March 31, 2015. The Resolution includes a $10.9 million General Fund augmentation. These FY15 one-time investments were discussed and developed at the May 12, 2015 Budget Workshop. J.4 – Chief of Police Recruitment

There was a presentation regarding the nationwide recruitment and selection of a permanent Reno Police Chief. Council unanimously approved a process recommended by staff that includes: selection of community leaders to give input into the process; recruitment of candidates; preliminary ranking of candidates; panel interviews of finalists; and appointment. J.5 – Cal Neva Parking Garage

In a 4-to-1 vote, Council approved an agreement with Sierra Development Corporation for the City of Reno to purchase the Cal Neva parking garage at a cost of $10. The purchase is pending the results of a structural analysis. To provide more time for review of the structural analysis, the motion included the following amendments:

  • The City’s due diligence period to complete its additional structural analysis and survey for legal description extends to July 31, 2015.

  • The closing date extends to no later than August 15, 2015. The agreement automatically expires if not closed before September 1, 2015.

The parking garage is located at 55 E. First Street, adjacent to City Hall, and serves City of Reno customers, employees, and City Hall tenants.

J.6 – Cal Neva Parking Garage

In a 5-to-1 vote, Council approved to adopt a Resolution authorizing a lease agreement with Sierra Development Corporation for portions of, and parking spaces within, the parking garage. View the Staff Report to review key elements of the lease.

J.9 – FY16 Manager Recommended Budget

There was a presentation and continued discussion regarding the proposed FY16 City of Reno Departmental Budgets, Redevelopment Agency Budget, and Capital Improvement Plan. Council directed staff to firm up details discussed in previous Budget Workshops and today’s Council meeting for adoption of the FY16 Budget and Special Assessment District (SAD) rates on May 19, 2015 at 1:30 p.m.

K.1 – Citizen Appointments to Boards and Commissions

K.1.1 – K.1.5 – Council unanimously approved to continue potential appointments to the five respective City of Reno Neighborhood Advisory Boards (NABs) until the May 27, 2015 meeting. At that same meeting, Council will consider adoption of an amended Resolution that would potentially allow more than the originally designated 5 to 7 members to serve on each NAB (Wards 1-5).
